Just saw a crime stoppers commercial?

I just saw a crime stoppers commercial which showed a guy robbing a business. I’m just curious, in this day and age, with all the technology that we have, why is the footage of people breaking the law still grainy and fuzzy? I dont get it! lol Does anyone else think this???
